Overview

The objective of this mandate was to evaluate and enhance the tourism potential of the Naltar ski resort, located in Gilgit-Baltistan, Pakistan. Originally established by the Pakistan Air Force as a training ground for alpine skiers, Naltar has organically evolved into an emerging tourism destination, supported by a growing private hospitality sector.

 

The mission focused on unlocking this potential by developing tourism products tailored to all four seasons, while also targeting international markets with unique offerings such as heli-skiing.

 

The study covered several key areas. First, the possibility of expanding the skiable area to higher altitudes was explored in order to extend the ski season and improve the skier experience. Simultaneously, the feasibility of installing artificial snowmaking systems and upgrading or building new ski lifts was examined to ensure consistent snow coverage and optimize existing infrastructure.

 

Regional infrastructure was also reviewed — including air access via Gilgit Airport, and accommodation capacity in both Gilgit and Naltar — to identify potential improvements.

 

Finally, the mandate included the conceptualization of a flagship tourism product designed to boost Naltar’s image on the international stage. The overall strategy seeks to position Naltar as a major destination for global visitors, thanks to its exceptional setting and adventurous appeal. The development approach is aligned with a vision for sustainable tourism growth that respects the environment and benefits the local community.
